The Story Behind The Viral Photograph Of Opioid Victims | TIME

When I observed her and then her collar I thought she was deceased at that point As a police officer they trained you to expect the unexpected but Even as much time of a paddle at 3:11 in the afternoon, that was the furthest thing from my life On that day, I was actually on my way into work I ended up behind this vehicle. I noticed that it was driving What what I turned is erratic after I made contact with the driver and he actually went unconscious I wanted to render first aid and call for assistance When I showed up that’s what I observed both of them passed out and near dead It was during school time. I saw a lot of people there with their kids There’s a bus stop right there where all this was happening And the first thing I saw coming from my angle I said there’s a kid in the backseat. I Went around the back end of it open the door up He was really shy really scared and I don’t blame him. I Could just see the pain and the trauma in his eyes. I decided to take several photographs To document the incident for courtroom evidence. I just unfastened the boy from his car seat and he eventually turned and looked at me and just like Climbed up on me And he’s wrapped around here on my side sitting on my gun belt and I could just feel this little kid’s heart pounding You know right up on my ribcage here. I Was calling for Children’s Services and our dispatcher called back saying they need some information and I was pretty heated I’m not gonna lie I’d yell back over the radio, you know, just tell them get their butts here now Fred says well Let’s send him a picture of this and then they’ll see why they need to get their butts here. I Was born and raised here in East Liverpool, it’s a great place to grow up, you know, you learn a lot about hard work Unfortunately since that time things have really deteriorated 75 percent of our population received some form of assistance from the federal government and that’s really the tragedy that we’re dealing with here, right? Now opioids are definitely our biggest problem is the people are dying from it It’s not just heroin and fentanyl a car fentanyl that’s where they’re over doesn’t because they’re so strong We had an epidemic and not only us Small-town America does It’s across countries every small department We’re fighting and fighting and fighting this it’s frustrating We’re losing the battle. We aren’t we’re losing We’re trying we’re gonna keep fighting but we’re losing This isn’t something that’s being stirring for the past five six years. I think it’s culminated into one big incident now After the driver had pled guilty The police chief showed me the photograph and I just stood there silently I couldn’t believe that someone would put that little boy in that position Sadly, it happens a lot But this is the first time we was actually captured in a photograph We were all in agreement that it should be seen we talked about how we could alter the child’s face you just you couldn’t get the story and Unfortunately as a public official it’s a felony for me to blur that photo There is no number of words that can paint that type of picture coming into work the next day I could not believe the views that the pitcher had you know, and how many times it was shared We kind of looked each other like well good Good, let’s get this out there Releasing that picture made things happen immediately that would have probably not even happened at all or at the very best was taken years It definitely got got him out of there. And that was the most important part That picture started getting Agencies and policymakers and law enforcement talking about the epidemic that’s going on and it drew attention to more resources access for people needing treatment We’re opening a new clinic in East Liverpool in conjunction with the outpatient services, we already have due to the need in the community Look what’s happening our little community of 13,000 people we live in a day and age. Unfortunately where people think there are no ones that anything should be out there it’s fair game in these type of Circumstances and here we’re dealing with a four year old little boy We can’t necessarily make those type of decisions as to whether or not he wanted to be in that photograph The family has been trying diligently though to protect him 20 years from now is it going to be that this is the image of the heroin epidemic as a Clinician, you know, I feel that it’s my job to be able to advocate for people that are struggling with addiction I think that posting photos of addicts does probably have them feel pretty shameful and embarrass These pictures might keep somebody from reaching out for help because they feel nobody cares about me They should have just let me die and not use nor can We know what we did. We’re all confident in what we did was right So if it upset you, I’m sorry But this is to react this is reality. I would do it again If the same situation arises tonight that will be posted. I Never would have dreamed that This picture would have had the power that it has that you’re sitting you’re interviewing me you get people from the state calling me to Help they never called me before that’s all from the power of one picture

    Yes, they should have posted that photo! Shame can be a great motivator to never be in that situation again. Personally, I don't care how those 'parents' felt because they weren't caring for that poor boy at the time. People are too soft sometimes…get over it, learn from it, do better.

    Watched my whole family slowly collapse over years until there was nothing to salvage because of this epidemic. It doesn't matter if you love your kids to the ends of the earth, you'll end up loving the sensation more. Regardless of how important your career is to you or how successful you perceive yourself to be, the pills to the needles will take over every aspect of your life. Its a plauge. Not an exaggeration but a serious and grave fact.

    Wow. Seen heroin effected people in Oregon also. Medford. I saw a guy at Safeway. His skin was almost green. Saw another fellow, also Medford, one night, at a Motel 6. Getting laundry out of the dryer. I walked around the corner heading to the laundry. This guy was standing there with a ghoulish grin. Skin and bones. His head looked like a skull with skin on it. Maybe meth.

    Maybe if people could still get pain medication from a pharmacy, the amount of overdoses from fentanyl and heroin wouldnt be so high!!! You can't go from giving everyone pain medication (like what was going on 10 years ago) to a 180 degree change of no body getting pain meds!

    Why is it when whites use drugs the press has different approaches. If this was a black family being photographed while found passed out from drug use. The caption would have been way different. How are you a victim when you know the dangers of using drugs especially heroin. A person is a person regardless of his or her skin color so all should have same treatment and all should get top notch help.

    This Opioid epidemic is the fault of the federal government and the medical field. Pharma companies developed these drugs, new they were very strong and addictive and they shouldn't release it to the public. But they seen a way to make billions by getting everyone hook on pills, then they get hour money for the pain pills. Then you get addicted, then they get money from all the legal issues that can arise from addiction. Then they get you into rehab to get your money on that end. In the end you are either going to get clean and live the rest of your life with the side affects of addiction, or you die. I know because I'm a recovered addict of pain killers. I was prescribed these drugs by a board certified Dr for 10 years. Then it has cost me close to $30,000 to get clean. Plus the ongoing medical problems I have from my original neck injury, on top of the affects opioids has had on my nervous system, and my nerves, It has made me almost a recluse. AND WE CAN THINK THE AMERICAN FEDERAL DRUG ADMINISTRATION , THE FEDERAL GOVERNMENT, DRUG COMPANIES, DR.S, THEY ARE ALL AT FAULT, AND THE ADDICT FOOTS THE BILL, WHILE THEY GET RICH OFF People's MISERY

    It's a circle. First the Doctors prescribed opioids to anyone who stubbed their toe, gave them out like Halloween candy. This led to a lot of pill heads out on the streets. The Government crackdown on the Doctors, and the pharmaceutical companies. It became virtually impossible to get pills, even if you were dying. Heroin and fentanyl replaced the pills, let's see the Government regulate the good old fashioned China White. People are dying from overdoses, families are being destroyed now. If you set your heart aside and use your mind. Why not let the junkies all die? This problem will solve itself eventually. The idea being educational services and prevention of any new junkies. It happened before in the late 60's and early 70's the epidemic literally "died out".

    As an addict with 4 years sober and a 3 year old daughter, seeing these pics and vids of parents overdosing with their children watching them do it just breaks my heart. I feel so bad for those kids. I could NEVER do that to my daughter. You can say it's a disease, or not, fine, whatever. But it IS a choice. And you gotta WANT to beat it. it's that simple. What's more important to you? Your child? Or getting high? And for the people on here and so many others, it's the latter. If having a child isn't enough to wake you up, you don't deserve that child. There should be a way to prevent people that are active in addiction from having kids. I truly hope the children in this video go on to have happy and healthy lives. If you're an active user, please, DO NOT HAVE A CHILD!!! GET HELP!! Before it's too late. No matter who you are, I'm telling you, you can beat it. Now I'm gonna go hug my daughter and tell her I love her.

    There's codes everywhere, just no one is paying attention.. It was 20 yrs ago roughly that ICE was released into Melbourne Australia , most interstate truck drivers are fueled by it while they power the economy delivering goods across Australia , heroin , fentanyl , cocaine etc are all onboard these vehicles and it doesn't discriminate , it's in upper class families also , it's just not being taken seriously and the care factor about the link between family genetics and addiction .. If the government and the communities cared , just as much funding would go into addiction and rehabilitation as there is for cancer , possibly the link between the brax genes and all probability it being linked with addiction are most probable and a cure right there at scientists fingertips , but our society has become so careless , people are often looked at as a lost cause , when in reality everything is connected..
    Lupus , auto immune disease , Parkinson's , thyroid , Addison's & addiction all seem to be interlinked yet no one is willing to speak up from the medical industries as they make too much money from illness and can't seem to see the benefit's of wellness and healing and monetary and economical benefit's if people were healthy …

    I recommend people read the book, "In the Realm of Hungry Ghosts", if you are interested in educating yourself about the deep underlying causes of addiction.
    I've read some very ignorant and even abusive comments in this thread, and I do truly hope people will take the time to inform themselves properly and broaden the scope of their world view and understanding of trauma, before saying cruel and disqualifying things about people battling with addiction.

    God that mother got me really pissed, how could she do that to her daughter, and what got me even more pissed was the recorder.     This is nothing less than a pitiful tragedy. So many really good people right now are in the struggle of their lives with addiction, getting this out on the massive scale that it has will hopefully bring top attention to the huge problem and bring about more and better ways to help these lost souls. I am thankful this young boy was not harmed, but so many are. Please share this with anyone and everyone you can. The U.S. is in an opioid crisis and its become critical. Our children need a fighting chance.

    Been addicted to pills for 12 years and never ever done that when you buy shit on the streets it’s about a 50/50 shot it is fake or fentynoI I get the struggle but that’s not fair to that little boy go get help it’s out there and most people Think that it is hopeless but it’s not especially if you have children and if you know you have a problem don’t take the next step and start injecting yourself with foreign stuff. I guess I still love living and my family so When I realized I had a problem I got help but you will be addicted for the rest of your life and it’s always going to be in the back of your mind. I honestly used to say just stop doing the drugs two people that were addicted and my view of them completely did a 181s I was hooked I really never thought it would happen to me but it creeps up on you and drugs don’t discriminate that’s for sure. The toughest thing you could ever do is tell your loved ones that you have a problem because you feel like a loser. You’re only a loser if you don’t get some help with your problem

    This pisses me off so bad that crap like this continues to happen!
    I remember when I saw this photo back in 2016, and it really disturb me since it made me remember how my mom used to be high on drugs that she almost killed herself a few times. And my own father died over getting overdosed on a mixture of methadone and xanax back in 2008!!!

    I was born and raised in East Liverpool Ohio. Nothing against Ohio State but I'm so thankful my parents made me move to the southern part of West Virginia. I also ended up being a heroin and Meth addict. I know have just a little over 3 years clean. So don't think it's impossible to get clean. They say you will get clean when you hit rock bottom.. This isn't true. You get clean when you're desperate to get your life back. To all addicts out there… It's not impossible. My love goes out to my home town East Liverpool Ohio.     This is really sad, I always think about the bad stuff happening in the world and the innocent kids with bad parents, why do these people even do drugs, I won't ever touch a cigarette or any kind of drug
